A former lawyer and barrister, Wainwright became PAS's president and is said to have started making plans for the role when he met with his boss last February.

He was reportedly a target for former Labor Party Treasurer Wayne Swan and will not face competition from any other candidate.

The former Liberal premier, who quit politics in 2000 after an ugly sexual relationship with an associate, was one of the Liberals' "strongest supporters", but has denied allegations of sexual impropriety.

Mr Wainwright's appointment was initially approved with unanimous support from the board - even though he was previously described by one board member as a "mole" - but the board's decision to accept his nomination after extensive opposition to him was met with concern from senior party officials who say they can't support the candidate under the "Bullygate" definition of political malpractice.

The former treasurer and minister, who holds a PAS membership, was involved in an off-the-record phone call earlier this week between Mr Swan and the party's chief of staff Peter Fassbender about a "coup" against Labor leader Bill Shorten, a source with knowledge of the call told Fairfax Media.

But after several days of intense meetings, with one board member calling for a "coup", the party finally decided that Mr Wainwright's candidacy was a losing opportunity.

Labor vows to cut red tape to streamline housebuying

AUSTIN - The Texas Senate on Thursday approved a budget proposal to ease restrictions for home buyers and restrict the number of foreign workers needed to build homes in the state.

The bill also eliminates cap on the number of people with a permit for foreign workers who build houses in Texas and also calls for the state's Department of Motor Vehicles to allow foreign-worker home builders to bring in up to 12 workers at a time without regard to the state's current restrictions.

The Senate approved the bill 27-6.

The measure has been praised by President Obama, who has suggested it would reduce red tape for Texas homeowners looking to purchase. President Obama has urged his fellow Republicans in the House of Representatives to pass the budget for his signature but the budget is expected to be voted on by the House on Wednesday.

House Speaker Joe Straus said the Texas budget is a "vital step" for the state.

"I have always admired President Obama's leadership in Texas, and his tireless work with the House and Senate to help them address the growing crisis in America's middle class," Straus said in a statement. "The budget is the perfect first step in providing relief to families in Texas and creating tens of thousands of new manufacturing jobs in the United States."

The Senate version of the budget preserves much of the spending cuts lawmakers approved in recent years, including slashing Texas's research and development tax credit and closing what Texas House Democrats see as a gaping budget gap.

House GOP Chairman Joe Straus, R-Amarillo, said the Senate budget does not include any tax cuts, instead "restoring the state's traditional and more competitive tax structure."

House GOP Chairman Greg Abbott, R-Austin, applauded the Senate for the budget's "new tax structure that will make Texas competitive for capital investment, which means businesses can start capitalizing on new opportunity. The budget allows for more access to capital for workers. The plan provides us with flexibility that will help families in this area thrive," Abbott said in a statement.

While House conservatives criticized the Senate's version of the budget, a few senators defended its economic plans, saying the budget gives the state better money for its roads, schools and infrastructure.

"The House budget supports the core core functions of government and provides funding in the short-term without a change in the long-term, and for people that work. That's a win-win," said Rep. Don Huffines, R-Denton.

"The state gets the long-term and economic benefits of having its infrastructure fixed and has a plan for the future. Now we know what it will be like to rebuild Austin and Texas and what is happening on the job front,
